Reasons estates charges rise (and what seems fair)

From day to day, things can look the same, yet when you receive your annual estate charges, there is an increase! The fact is, costs go up for completely normal reasons, but residents deserve a straight story and budgeting that at least attempts to keep things under control.

Inflation and contractor price increases. A key driver for companies is inflation, along with the corresponding increase in prices from contractors. The ability to maintain grounds, clean, repair lights, and perform general maintenance services is restricted by increasing labour, fuel and materials costs. Another factor is insurance. In many instances, premiums for common areas and public liability (e.g., slip-and-fall) have been increased significantly, with potential impact from claims history on renewal costs. Charges move further upward too, especially when the estate itself has community light fittings and lighting pumps as well as gates for CCTV.

Age issues often result in rising costs, too. While new-build estates may be less expensive at the outset, as time goes on and landscaping reaches maturity and surfaces wear out, there are far more reactionary repairs. A reserve fund (sometimes referred to as a sinking fund) may also explain why the charges are higher, in case big-ticket items need replacing down the line, such as resurfacing, fencing, drainage works, or new lighting.

Finally, there are the ‘things that just happen’ and one-off reasons, such as storm damage or vandalism to a roof panel.

So what’s reasonable? It becomes easier to swallow when you have a budget, can see how the money will be spent and what has changed. When charges fluctuate without explanation, and the same problems keep getting addressed over and over again, to which you’re billed time after time, ask questions. A decent managing agent will be able to account for where each penny is spent and why.
